Italy: satisfaction over the PAC 2023-27 strategic plan

On 2 December 2022, the European Commission definitively approved the Italian CAP Strategic Plan 2023-2027. The text approved after a long and demanding discussion between the Ministry of Agriculture, the Regions and the Brussels offices, has seen the two main requests of the Interprofessional Organization of the Tomato Industry of Northern Italy, in agreement with that of Central and Southern Italy, accepted: the confirmation of the measure of the coupled premium per hectare for areas cultivated with tomatoes and the possibility for tomato producers to improve the environmental sustainability of their crops through access, initially not foreseen, to the additional agri-environmental aid of the so-called 'Eco-Schemes'.

Tiberio Rabboni, President of the Interprofessional Organisation of the Tomato Industry of Northern Italy, when he heard the news, commented, “I would like, on behalf of the entire supply chain, to thank the Ministry offices, the Emilia-Romagna Region and the other Italian regions involved for their willingness, attention and listening. We were, perhaps, particularly insistent towards them. The fact is that our demands, as well as being fully justified and justified, represented the possibility of a very partial compensation for the heavy economic losses envisaged for historical tomato producers by the new CAP for 23-27. The acceptance of our proposals never seemed to be a foregone conclusion. The European Commission in its first examination of the Italian plan objected that the profitability of the tomato crop did not justify a coupled premium. An assertion that we punctually refuted by producing time series of official data and third-party analyses of actual profitability. The same with regard to the initial exclusion of the industrial tomato crop from supplementary agri-environmental aid. Here too, with the invaluable support of our scientific advisor, Prof. Gabriele Canali, we have documented to the Ministry the permanent commitment to improving environmental sustainability that characterises the entire sector and supply chain, i.e. new and additional goals for organic farming, integrated production, minimisation of irrigation consumption, enrichment of soil organic matter, reduction of CO2 emissions, etc. From all this comes more than legitimate satisfaction.”

Coupled support:
Active farmers growing tomatoes for processing under normal growing conditions, on areas committed to a supply contract, who are members of a recognised producer organisation. Supply contracts must be lodged with the coordinating body by the producer organisation by the deadline for submitting the application, and the member producer must attach to the application the cultivation commitment in force with his association. Contracts must be computerised by the producer organisation concerned, in accordance with the organisational rules laid down by the coordinating body. Furthermore, by the application year 2024 at the latest, it will be required to use only certified propagation material. Crops that do not reach full fruit maturity due to recognised exceptional climatic conditions are eligible for aid provided that the areas in question are not used for other purposes until the above-mentioned growth stage.

Eco-Scheme 4:
The eco-scheme "Extensive fodder systems in a crop rotation" intends to encourage the introduction of leguminous and fodder crops as well as renovation crops in at least a two-year rotation with a commitment to residue management in a carbon sink perspective. It establishes annual commitments and applies to national arable land in a crop rotation.

Complementarity with other interventions: it is possible to combine, on the same area, the adhesion to ECO-4 with the adhesion to other interventions (eco-schemes, sectoral interventions and agro-climatic-environmental interventions) that are complementary and compatible, provided that in any case the non-duplication of payments for overlapping commitments is ensured. Furthermore, ECO-4 can be cumulated with Integrated Production and Organic Farming interventions provided for within Rural Development (SRA01 and SRA29) or within sectoral operational programmes. Support is granted for the entire area under commitment as an annual payment in the form of a compensatory payment.

The unit amount is EUR 110.00/ha over the entire area under commitment.
The unit amount is increased for Nitrate Vulnerable Zones of Agricultural Origin (NVZ) and in Natura 2000 areas
